Gorodetsky resigned from the post of governor. "Absolute Varangian": why the Kremlin sent the mayor of a small town to Siberia. From Vologda to Siberia

Vladimir Gorodetsky resigned from the post of Governor of the Novosibirsk Region. The corresponding decree was signed by Russian President Vladimir Putin. Andrey Travnikov, who until that moment had been in charge of the city administration of Vologda, was appointed interim head of the region.

The announcement of Gorodetsky's resignation appeared on the Kremlin's website just a couple of hours after the politician himself (the governor opened the road near Novosibirsk on Friday, October 6 after reconstruction).

“In connection with the statement of the Governor of the Novosibirsk Region Gorodetsky V.F. on early termination of powers and in accordance with subparagraph "c" of paragraph 1 and subparagraph "a" of paragraph 9 of Article 19 of the Federal Law of October 6, 1999 No. 184-FZ "On general principles organizations of legislative (representative) and executive bodies of state power of the subjects Russian Federation» I decide: 1. To accept the resignation of the Governor of the Novosibirsk Region V.F. Gorodetsky. at will. 2. Appoint Andrey Aleksandrovich Travnikov as the acting Governor of the Novosibirsk Region until the person elected as the Governor of the Novosibirsk Region takes office. 3. This Decree comes into force from the date of its signing,” the decree of Russian President Vladimir Putin says (verbatim).

The Kremlin also reports that Putin has already held a working meeting with Andrey Travnikov, "during which he informed about the decision to appoint him as interim governor of the Novosibirsk region."

Two publications appeared on kremlin.ru almost simultaneously. At the same time, if Gorodetsky's resignation was predicted, then his successor turned out to be unexpected for almost everyone - Travnikov was not mentioned in any of the lists of prospective candidates for governor of the Novosibirsk Region, in addition, he has no connection with the region.

Vladimir Gorodetsky, 69, took over as head of the region on March 18, 2014, when Vasily Yurchenko was dismissed by the president "due to loss of confidence." By that time, Gorodetsky worked in the regional administration for a little over two months - as vice-governor for the development of the Novosibirsk agglomeration.

Gorodetsky left the city hall of Novosibirsk, which he led for almost 14 years (he was elected three times), on January 9, 2014. On the sidelines, it was discussed that he made the decision to change jobs under pressure from Yurchenko. At the same time, the "receiver" - Vladimir Znatkov - subsequently lost the election of the mayor of Novosibirsk to Anatoly Lokt.

In the gubernatorial elections held on September 14, 2014, with a record low turnout of 30.7%, United Russia Gorodetsky scored 64.97% (he was supported by 423,855 people). His rivals were State Duma deputy Dmitry Savelyev from the Liberal Democratic Party (18.82%) and deputy of the Legislative Assembly of the Novosibirsk Region Anatoly Kubanov from " Just Russia» (13.49%). Vladimir Gorodetsky 24 September.

Rumors about the resignation of Gorodetsky accompanied all the time of his governorship, recently, against the backdrop of mass departures of heads of regions, information about the voluntary resignation began to appear noticeably more often. The politician himself gave one of the last comments on this matter on September 26, stating that he was not going to leave voluntarily. On October 5 Gorodetsky 's entourage resigned . On October 6, he opened the road in the Novosibirsk region, and on October 9, the government press service announced a meeting with his participation.

The last working event of Vladimir Gorodetsky in the status of Governor of the Novosibirsk Region:

The road section between settlements Verkh-Tula and Leninskoye, October 6, 2017

Rumors about a possible change of governor in our region that have been circulating in recent weeks have nevertheless been confirmed.

What did you remember?

On October 6, Russian President Vladimir Putin signed a decree on the resignation of the governor of the Novosibirsk Region, Vladimir Gorodetsky, according to the Kremlin press service. He applied of his own free will, and the President accepted his resignation. The intrigue is that the day before, the press service of the NSO governor denied rumors of such a scenario. Let me remind you that Vladimir Gorodetsky became the governor of the NSO in 2014, by the way, also unexpectedly, after the resignation of Vasily Yurchenko. Prior to that, Gorodetsky was the mayor of Novosibirsk for 13 years, but then he left for the administration of the regional government, leading a project to develop the agglomeration. What did Novosibirsk people remember about Vladimir Filippovich as governor? First, about the undoubted "pluses" of his reign. Let me remind you that at that time, the economic crisis was gaining momentum, caused by the harsh sanctions of Western countries against Russia and retaliatory ones. Food prices have risen sharply, the question of import substitution in many areas has arisen. Despite all this, it was possible to increase the region's own revenues from 98.5 billion rubles. in 2014 to 120.8 billion rubles. in 2017. And to reduce the regional budget deficit from 11.9 billion rubles to 1.3 billion rubles, respectively.

We developed a program for the reindustrialization of the NSO, the presentation of which took place at Technoprom-15. We are talking about the creation of high-tech and science-intensive production.

Over the past three years, the average salary of Novosibirsk residents has increased from 26.1 thousand rubles. in 2014 to 32.2 thousand rubles. mainly due to the withdrawal from the "gray zone".

Under him, the region managed to attract more than 1 billion rubles from the federal budget for roads. Plus funds from local budgets. Many roads of the metropolis have been transformed. The issue of granting the status of a priority development area to the settlements of Linevo and Gorny has been practically resolved. And these are favorable tax conditions. It is expected that this should attract investment and promote their development.

But here are two grandiose projects, to which Vladimir Filippovich devoted a lot of time and effort, caused scandals. This is the construction of a fourth toll bridge across the Ob in Novosibirsk and two waste processing plants. The implementation of both - on the terms of public-private partnership. The high income of investors for decades to come and the risks due to the regional budget - this caused many questions among the deputies of the Legislative Assembly. They managed to significantly reduce the income figures. In addition, none of the specialists vouch for the high traffic of the new bridge, because, as polls show, no one wants to pay for the passage voluntarily. There were rumors that the plans were to ensure high traffic by closing the Communal Bridge for several years under the pretext of repairs. As for the project of two waste processing enterprises, here, in addition to financial matters environmentalists sounded the alarm. The place was chosen badly.

Everyone remembers the scandal that erupted last year over the increase in heat tariffs, which significantly exceeded those recommended by the Russian government. And the governor approved them in principle, explaining that SIBECO announced that the network was very worn out and that there was a high probability of major accidents in winter. But the deputies of the City Council of Novosibirsk, and later the Antimonopoly Committee of the Russian Federation on NSO, had questions about the purchase of expensive Lexus cars and other expenses of the monopoly company.

Vladimir Filippovich has good quality- he listens to serious arguments and in all these cases went towards the deputies. Heat tariffs have been reduced.

From Vologda to Siberia!

Vladimir Putin surprised everyone by appointing Andrey Travnikov, 46-year-old mayor of Vologda, as acting governor of the NSO. Now in social networks, many joke: “Why was a person exiled to Siberia?” But the opposite is true: Andrei Alexandrovich is one of the politicians who made the right career, rising from the worker. He served in the army for two years. Then he returned to the plant, studied at the same time. In the 90s, he worked in the same workshop with Oleg Kuvshinnikov, who noticed business qualities Travnikov and called him to his team when he became mayor of Vologda in 2010. In March 2012, shortly after Kuvshinnikov was elected governor of the Vologda Oblast, Andrey Aleksandrovich was appointed his deputy.

From 2014 to 2016, he was Deputy Plenipotentiary of the President of the Russian Federation in the Northwestern Federal District. In November 2016, he was elected Mayor of Vologda. It is clear that little can be done in a few months. But under him the road around the city was completed. Under him, a program for the repair of yard areas began. According to Andrey Patralov, a local political scientist, Andrey Travnikov was predicted to be the governor of the Vologda Oblast. He is a man of action, not prone to ornate speeches, spectacular appearances in public.

Vladimir Gorodetsky is the eighth governor in the country who was recently dismissed by the Russian president (the ninth in the Omsk region). Moreover, rumors about such a decision have been circulating for a long time. Why is this happening? The country has a difficult economic situation due to the crisis, the incomes of the population are falling. And next year, presidential elections in the country. All nine governors who have left are from problem regions, where the discontent of the population has risen to a high bar. Scandals in the Novosibirsk region have not subsided over the past couple of years. What is worth only the increase in housing and communal services tariffs in the region by 15%, scandals over the projects of a toll bridge and waste processing enterprises that have been going on for several months ... In general, they removed governors who had a high anti-rating among the population. So in the Krasnoyarsk Territory, Viktor Tolokonsky failed to achieve people's love ...

And although the economic reports of the NSO are quite decent, I think that the echo of numerous scandals reached Moscow. And now is not the time to ignore them. It is quite possible that Vladimir Filippovich himself knew about his imminent resignation. But there was no decision of the President of the Russian Federation. I think that the delay was due to the choice of a successor. Several people from the local elites were predicted to take his place. But some cannot keep the situation under control, others are too self-willed, others have the wrong political views.

The choice fell on Andrey Travnikov, probably because he has both managerial and political experience, and he is not associated with Novosibirsk pressure groups. It will not be easy for him, because our region is a minefield: one wrong step and a scandal will begin. Representatives of all local elites tensed up, because it is not clear who he will rely on, what kind of policy he has, what style of leadership, what is he capable of? I think that now there will be a lot of intrigue.

Should I declare an emergency?

Yury Sheludyakov, Chairman of the Council of the Association of Peasant (Farmer) Households and Agricultural Cooperatives of the NSO:

Many farms in the region are now on the verge of ruin. In a good way, we urgently need to declare a state of emergency! Harvesting is delayed - most of the grain has not been harvested. The grain is wet, so no one wants to buy it. Nowhere to dry. Farmers do not know who to sell grain to, although the price has already fallen from 10 to 4.5 thousand rubles per ton. Last year, buckwheat cost 23 thousand rubles, and now - no more than 7.

My personal opinion is that in many respects such a deplorable situation arose due to the inaction of the authorities. When the governor was told about problems that needed to be urgently addressed, at all meetings he set as an example three large farms - Sibirskaya Niva, Russkoye Pole, Irmen. But even among them, only the last one, Bugakov, has a stable financial position.

Andrey Alexandrovich Travnikov.

Born on February 1, 1971 in Cherepovets, Vologda Region. In 1990, he started working as an electrician at the Cherepovets Metallurgical Plant. In 1990-1992 he served in the army. In 1992 he returned to the plant, where until 1995 he worked as an electrician. In 1998 he graduated from Cherepovets State University with a degree in electric drive and automation of industrial plants and technological complexes. He worked as a software engineer, in 1999 he was appointed project manager of the Severstal Directorate for strategic planning. Then, at the State University Higher School of Economics, he received a master's degree in business administration. In 2000–2006, he was deputy head of the section rolling shop. In 2006–2010, he was the general director of Elektroremont LLC (part of Severstal OJSC). In 2014, he underwent retraining of the management personnel reserve at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. From June 2014 to November 2016 - Deputy Plenipotentiary Representative of the President of the Russian Federation in the North-Western District. In November 2016, he was elected Mayor of Vologda. Where will a trip to the Kremlin lead the Novosibirsk governor?

As the correspondent of The Moscow Post reports, citing competent sources, the governor of the Novosibirsk region Vladimir Gorodetsky was urgently summoned to the Kremlin. Why is there no official information, but without exception, all political participants began to say that the call was not accidental. The days of the head of the Novosibirsk region are numbered. He will be politely asked to resign. And, I must say, he deserved it for a long time and rightfully.

During the 3 years of Gorodetsky's rule, the Novosibirsk region was shaken by scandal after scandal.

forestry

The sword of Damocles hovered over Governor Gorodetsky after the latest incident with forest lands in the vicinity of the regional center. As journalists and environmental activists found out, officials of the regional government took and leased no less than 258 hectares of forest with relict tree species.

Novosibirsk officials themselves remained silent about such a grandiose deal until the very end, like partisans under interrogation. But when the story surfaced and the scandal rose to the ceiling, the governor broke the code of silence.

"Indeed, I signed a decree on amending the structure of the executive authorities of the Novosibirsk region. It is planned to abolish two ministries: to abolish the Ministry of Social Development and the Ministry of Labor. The main task is to optimize the management system," Gorodetsky reported.

A number of deputies of the regional Legislative Assembly immediately demanded the resignation of the governor. In particular, deputy Vadim Ageenko made an open statement about this.

But the governor proudly rejected the proposal. He motivated his refusal by the fact that he did not complete the reforms allegedly started in power structures. Indeed, these transformations, judging by the words of Gorodetsky, were of a revolutionary nature. It was necessary to carry out such a grandiose work as the unification of two ministries into one. Namely, to merge together the ministries of labor and social development.

In short, he didn't leave. Even without explaining what it will give the region, how many officials will remain and how much money will be saved. True, Gorodetsky made a grand gesture, and canceled his order to transfer countless forests to some shady firms.

Vladimir Gorodetsky

cunning officials

It should be noted that the employees of the regional government do not sit out their pants in their ministerial chairs. They spin like squirrels in a wheel. To improve your personal benefits. For example, government minister Sergei Pykhtin showed incredible skill. He was caught exploiting government workers to collect honey in his personal apiary.

State employees worked for the idea - they are no strangers. But Pykhtin himself was raking in the heat with other people's budgetary hands. He sold the collected honey (at social prices) to state institutions.

But the scandal was quickly hushed up. As the spiteful critics say, the efforts of the governor Gorodetsky himself. After all, Pykhtin is reputed to be his colleague and even friend.

Mayor of your house?

For some reason, spiteful critics have recently begun to recall the eventful past of Vladimir Gorodetsky. Indeed, before his governorship, he served as mayor of Novosibirsk for almost 14 years. And he managed to distinguish himself in full during this long period.

His loudest mayoral story is the construction of the Spartak stadium. In 2013, "the security forces opened a criminal case against the head of the Department of Land and Property Relations of the Novosibirsk City Hall, Alexei Kondratyev."

The problem is that a significant part of the stadium's land "was transferred to a certain SportInvest LLC", as a result of which no less than half the stadium went "to the left." Who gave permission? The city administration, which was controlled by Gorodetsky! Or the mayor did not know that happening with the main project of the city?

Vladimir Gorodetsky

There was also a story around the State Institution "Fund for the Development and Support of the Infrastructure of the Transport and Road Complex, Communications and Informatics" created by the city administration.

The fund came to the attention of law enforcement agencies in connection with the investigation of the case at the Novosibirskenergo enterprise. For some reason, the energy company transferred its bills of exchange for almost 15 million rubles to the fund.

The Fund, in turn, gave securities to a certain company ORTEK, allegedly for the purchase of road equipment. The technique did not appear in Novosibirsk. There was also no money intended for its acquisition.

Meanwhile, sad anecdotes have been circulating about the state of roads in Novosibirsk for a long time. Among the Siberian regional centers, the city has long been a road outsider. Most of the roads there look like this:

Isn't it an ideal place for lovers of extreme driving. And this is in a city of almost 2 million people, called the capital of Siberia, and retaining ambitions (moreover, seriously) to move the capital of Russia there!

Connections with the OPG?

Vladimir Gorodetsky has long been suspected of having links with the Trunovsky organized crime group. Rather, it is nothing more than slander of spiteful critics. The fact is that the former adviser to the governor, Alexander Solodkin, and his son, who was his deputy at the time of the mayorship of Gorodetsky, were convicted for membership in the above-mentioned organized criminal group. Gossips stubbornly whisper that the group was covered by Gorodetsky.

Rumors about a possible change of governor in our region that have been circulating in recent weeks have nevertheless been confirmed.

Andrey Kzenzov, Gorodetsky's deputy, has also recently come under pressure from the investigating authorities. investigative committee suspects him of financial fraud during the election campaigns for which he is responsible.

And Ksenzov is also charged with more serious offenses, in particular, kidnapping!

In general, Vladimirov Filippovich has so much heaped up that it will pull for more than one resignation. And what happened to the Novosibirsk region itself under him. Maybe it blooms and smells? Stubborn statistics, unfortunately for the governor, stubbornly say otherwise.

This year, the state debt of the region has grown to 46 billion rubles! Ten billion in less than three years is a record among anti-records ...

In terms of quality of life, the Novosibirsk region collapsed by 5 points at once. In particular, under Gorodetsky, the average salary of state employees decreased by 2,000 rubles. Probably, this is fair - let it be better to collect honey!

This year, the volume of investments has decreased by almost 19 percent. From a donor region, the region has turned into a subsidized region with a deficit of 5.5 million rubles. If Gorodetsky is forced to leave, will ordinary Novosibirsk citizens resist this?

As they say, there was no governor and this is not a governor ...
