Born April 24, 1980 in Moscow. I. General provisions

1. 3. The Federal Agency for Youth Affairs is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation, and as well as these Regulations.

II. Powers

5. The Federal Agency for Youth Affairs exercises the following powers in the established field of activity:

5.10. ensures, within its competence, the protection of information constituting a state secret;

5.11. ensures the mobilization training of the Agency, as well as control and coordination of the activities of its subordinate organizations for mobilization training;

5.12. organizes retraining, advanced training and probation of the Agency's employees;

5.13. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed in the course of the Agency's activities;

5.14. performs the functions of the main manager and recipient of federal budget funds provided for the Agency for management and management in the established field of activity;

5.15. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

6. The Federal Agency for Youth Affairs, in order to exercise powers in the established field of activity, has the right to:

7. The Federal Agency for Youth Affairs is not entitled to carry out legal regulation in the established field of activity and functions of control and supervision, except in cases established by decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation.

III. Organization of activities
