ZAO SMK "Mercy and Prosperity" (ZAO SMK "MiB") is a small regional insurance company specializing in compulsory health insurance. In 2015, the company ranked 24th among Russian insurers in the CMI market in terms of the number of insured persons (the market share was 0.1%). The company is engaged in compulsory medical insurance in the Moscow region and has several points of issue of policies located in Mytishchi and Serpukhov. The head office is located in Krasnogorsk.

On March 15, 2017, the Bank of Russia, by Order No. OD-656, revoked the license of CJSC SMK MiB to carry out insurance. The decision was made in connection with the voluntary refusal of the subject of the insurance business to carry out the activities provided for by the license. Since June 2017, the company has been renamed JSC IIB.

CJSC SMK MiB has been providing medical insurance to citizens in the Moscow Region since 1992. As of July 1, 2016, the company ranked seventh in the region in terms of the number of insured citizens. The market share of the company in the Moscow region was 1.2%.

The Company has entered into contracts for the provision of medical and preventive care (medical services) under compulsory medical insurance with all medical organizations implementing the Compulsory Medical Insurance Program in the Moscow Region.

Until December 2005, the organization was engaged in voluntary medical insurance. In view of the absence of VHI agreements since 2006, this line of insurance has not developed. In 2013, on the basis of the decision of the shareholders, CJSC SMK MiB officially terminated its VHI activities.

The shareholders of the company are nine individuals - citizens of Russia, who collectively own 54.60% of the shares, as well as legal entities - CJSC Strategy (29.76%), Medical Center Sovmed-M LLC (9.11%), CJSC "Republican Commercial Bank" (3.91%) and other organizations, the total amount of shares of which in the authorized capital is less than 5%. The company has no subsidiaries and associated companies.

According to the results of 2015, the company received a loss in the amount of 1.15 million rubles according to the reporting under RAS. A year earlier, the company's loss amounted to 139 thousand rubles.

According to the individual reporting of the insurer for 9 months of 2016, the average and actual number of employees at the reporting date was 28 people. There are no insurance agents - legal entities and individuals.

As of October 1, 2016, the number of citizens insured by ZAO SMK MiB under compulsory health insurance exceeded 88.7 thousand people.

MKU "Department for interaction with health care institutions of the Administration of the city of Serpukhov, Moscow Region" and the Territorial Fund for Compulsory Medical Insurance of the Moscow Region inform that with January 1, 2017 medical insurance organization Closed Joint Stock Company "Insurance Medical Company "Mercy and Prosperity" ceases its activities in the field of compulsory health insurance under the Moscow Regional Compulsory Medical Insurance Program.

Compulsory medical insurance policies previously issued by SMK MiB CJSC are valid throughout the Russian Federation and are not subject to replacement due to the termination of the activities of an insurance medical organization.

In accordance with the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation”, within two months from January 1 to February 28, 2017, you have the right to replace the insurance medical organization, in the manner prescribed by the CHI Rules, by submitting an application to the health insurance company of your choice.

During the specified period, the TFOMS MO will exercise the obligations and rights of the insurance medical organization, including for:
1) issuance of unclaimed (executed) MHI policies;
2) payment for medical care provided to insured persons;
3) protection of the rights and legitimate interests of the insured persons in accordance with the procedure established by the legislation of the Russian Federation.

After this period, information about insured persons who have not replaced the insurance medical organization will be transferred to insurance medical organizations operating in the field of compulsory medical insurance under the Moscow Regional Compulsory Medical Insurance Program in 2017.

Insurance medical organizations:
1) within three working days from the date of receipt of information from the TFOMS MO inform the insured person in writing about the fact of insurance and the need to obtain a CHI policy;
2) ensure the issuance of the CHI policy to the insured person, in the manner prescribed by the CHI Rules;
3) provide the insured person with information about his rights and obligations.

Please note that if, after the expiration of the specified period, you did not manage to replace the insurance medical organization, you retain the exercise of this right by submitting an application to any insurance medical organization, information about which will be posted on the official website of the TFOMS MO on the Internet » in the section «Reference books/Insurance medical organizations».

On the official website of the company on the Internet, an official notice of the intention to prematurely terminate the activities of compulsory health insurance has been published. Thus, from 01/01/2017, the Territorial Fund for Compulsory Medical Insurance of the Moscow Region will terminate the agreement on the financial provision of compulsory medical insurance with the specified insurance medical organization (CMO). Insured persons who have a CHI policy issued by SMK MiB CJSC must replace the insurance medical organization.
