Personal number for a child

If minor representatives of our country have an insurance number of an individual personal account, then this enables children:

Some medical institutions in our country (polyclinics, hospitals, hospitals, feldsher centers) require representatives of a newborn to have insurance along with a birth certificate. Registration of an insurance certificate for a child under 18 years of age

1. parents of children have the right to apply to the FIU on their own, without the participation of a minor;

3. an educational institution that accepts minors after graduating from 9th or 11th grade high school represented by its administration is authorized to submit such applications;
4. if the registry office cooperates with the FIU, making it easier for the parents of a newborn to go through bureaucratic procedures, then it will be possible to provide personal data there.

After determining one of the submission methods, you need to understand what you need to get the coveted SNILS:

• the first document of the child is a birth certificate, if he does not yet have his internal passport;
• passport (internal) of the parent (adoptive parent and guardian), if the application is submitted by such a person;
• a completed application (form ADV-1), which is signed by the representative of the child;
• passport of a minor after 14 years of age, if it is decided to obtain an insurance number on their own without adults.

Documents for SNILS are accepted at the PFR department or the MFC (a multifunctional center that provides a range of state and municipal services).

Obtaining SNILS by an adult citizen

A citizen of the Russian Federation who has reached the age of majority and is fully capable has the right to receive an insurance certificate from the Pension Fund in person. Here are the documents needed for SNILS for an adult citizen:

Submission of documents for obtaining SNILS takes a little time. Registration of the insurance certificate lasts 5 working days (or issuance of SNILS on the day of application is possible) from the moment of application to the authorized body. Payment of state duty is not provided - the procedure is free.

Using the portal of public services for registration

Convenient portal provides a huge range public services. Through this site it is possible to receive various certificates, leave appeals, apply for international passports.

However, it is impossible to receive a personal account through this portal of the State Services. This is due to the fact that the issuance of an insurance certificate is accompanied by the transfer of confidential information. Only PFR departments, MFCs and registry offices can receive such information.

Important! There are currently no other ways to submit initial data and obtain a certificate.

Foreign citizenship and SNILS

Foreign citizens who get a job in the regions of the Russian Federation can receive an insurance certificate. The exception is qualified professionals. This category of workers is defined by Russian legislation.

To receive it is necessary:

On April 1, 2019, Federal Law No. 48-FZ “On Amendments to the Federal Law “On Individual (Personalized) Accounting in the Compulsory Pension Insurance System” and Certain Legislative Acts of the Russian Federation” came into force. The procedure for the implementation of the law has not yet been established.

Every citizen of Russia, regardless of age, must be registered in the compulsory pension insurance system (OPS) in order to form a future pension. The provisions of the Federal Law of 04/01/1996 N 27-FZ (as amended on 05/01/2016) "On individual (personalized) accounting in the system of compulsory pension insurance" regulates the procedure for recording information about each insured person on his individual personal account (ILS) and issuing insurance certificates indicating - SNILS.

SNILS is assigned to a citizen once and not subject to change. issued free of charge.

SNILS is kept by the insured persons, and in case of damage, loss or change of personal data, it must be replaced.

What is SNILS and what does it look like?

Since 2002, a system of compulsory pension insurance (OPS) has been introduced in our country, with the help of which the state creates a source of financing for citizens' pensions.

• Compulsory pension insurance covers for all citizens who work or are engaged in individual activities (individual entrepreneurs, lawyers, notaries, farmers, etc.). In the OPS system, these citizens are called insured persons.
• The insurers are employers who pay in Pension Fund contributions to the formation of the future pension of their employees.

To record information about insured persons, the FIU maintains individual (personalized) accounting: an individual personal account (ILS) is opened, which contains all information about the citizen’s labor activity, length of service, amount of earnings and the amount of paid insurance premiums.

The insured person is issued compulsory pension insurance certificate, where the insurance number of the personal account is indicated (SNILS). This number is assigned once and cannot be changed, while the document itself, insurance certificate, can be replaced for various reasons.

The certificate looks like a small laminated light green card. It indicates personal information - last name, first name, patronymic, date and place of birth of a citizen, gender and date of registration in the OPS system. SNILS consists of eleven digits, of which the first nine are insurance number. There are no photographs on this document.

Insurance certificate of state pension insurance

Certificate of state pension insurance - a document issued by the pension authorities, confirms the registration of a citizen in the OPS system and contains an insurance number - SNILS. A pension certificate is required to receive the following services and payments:

• social payments, compensations and benefits;

In addition to the above purposes, a certificate will be required upon admission to new job, to obtain a passport, TIN, registration as an individual entrepreneur.

The certificate is valid in the presence of a passport or other document proving the identity of the owner. The original document should be kept only by its owner, and transferred to other persons only for making a copy or correspondence of the SNILS number.

PFR branches issue duplicate certificates if they are lost or damaged (unsuitable for use). You can replace the green card through the employer or on your own by applying to the FIU. The certificate ceases to be valid due to the death of the owner, but the insurance number is not deleted from the database.

What do you need to get SNILS?

You can get SNILS, or rather an insurance certificate with its indication, in several ways:

1. issued by the employer upon initial employment;
2. independently in the PFR authorities at the place of residence.

For registration of SNILS you need fill in the questionnaire of the insured person of the established form, which is issued by employees of the pension fund or downloaded via the Internet. The form of the questionnaire - ADV-1 is approved by the PFR. It contains the citizen's data: full name, gender, date and place of birth, address of registration and permanent residence (if they do not match), passport data or other identification document, date and signature of the insured person. The questionnaire is submitted along with identity document insured person.

From the date of receipt of the application (questionnaire), the PFR authorities, within 3 weeks, open a personal account and issue an insurance certificate.

Required documents for registration

As a rule, Russian citizens only need a passport to apply for SNILS. If not available, you can submit other documents, proving the identity of a citizen of the Russian Federation. These include:

• temporary identity card;
• officer's identity card;
• sailor's passport;

To apply for SNILS for a minor child, you must birth certificate. For foreign citizens and stateless persons, in addition to the passport itself or an identity document, in accordance with the law or an international treaty, also a document confirming the legality of stay on the territory of the Russian Federation.

How to get SNILS for a child?

Depends on their age.

• If the child is under the age of 14, then his legal representatives act for him.
• Adolescents who are 14 years old receive SNILS on their own.
• An insurance certificate is also issued to children of foreign citizens and stateless persons temporarily staying on the territory of the Russian Federation.

To obtain SNILS for a minor child, one of the parents or guardian must act. You need to contact the branch of the Pension Fund at the place of registration. Where can I get a pension insurance certificate?

The insurance certificate is issued exclusively by the Pension Fund of the Russian Federation. No other state bodies are authorized to issue it. Other organizations that issue SNILS are only intermediaries between the FIU and recipients of certificates.

In most cases, citizens receive certificates at the territorial offices of the FIU. But, there are other ways to get it:

• at the MFC, if an appropriate agreement has been concluded between it and the pension fund;
• through the administration of preschool or educational (kindergartens, schools, universities) institutions, you can obtain an insurance certificate for a child.

Through the MFC, you can submit a questionnaire in order to register in the OPS system, and regardless of the citizen's registration address, since the extraterritorial principle of providing services is in effect. SNILS can be issued through the MFC only citizens of the Russian Federation; foreign citizens and stateless persons are not provided with such an opportunity. A citizen can receive a green card either at the MFC or directly at the PFR office within 3 weeks from the moment the pension fund receives the questionnaire of the insured person.

Also, through the MFC, you can exchange or receive a duplicate of SNILS, change information in the address part of the ILS in case the insured person changes the registration address or actual place of residence.

Get SNILS at the Pension Fund of Russia

You can get SNILS in the Pension Fund of the Russian Federation two ways: by personal appeal to the territorial office of the Pension Fund of the Russian Federation at the place of their residence (registration) or through an employer - a legal or natural person.

The employer is obliged, when hiring, to issue an insurance certificate to a citizen who has not previously been registered in the OPS system. This is necessary for the transfer of insurance premiums to the pension fund.

• The employer submits the questionnaire of the insured person signed by the newly arrived employee and a document proving his identity to the PFR authorities. Within 3 weeks, an insurance certificate is prepared indicating the SNILS number. After receiving it within 1 week the employer is obliged to transfer the "green card" to the employee, and he, in confirmation of receipt, sign the statement in the form of ADI-5, which is transmitted by the employer to the FIU. If a employee quit, then the employer sends a notification of receipt of SNILS at his place of residence and stores the certificate in the personal file of this employee.
• In the event that a citizen is engaged in the design of SNILS on one's own, then he must apply with the specified documents to the FIU department personally. The questionnaire is filled in by hand in block letters or on a computer by an employee of the PFR department. The term for obtaining an insurance certificate is the same - 3 weeks.

Apply for a pension certificate via the Internet (online)

Currently, unfortunately, there is no possibility of issuing SNILS via the Internet. It cannot be issued either through the Unified Portal of Public Services or through the website of the Pension Fund of the Russian Federation. This is indicated in Law No. 27-FZ, since information on individual personal accounts of insured persons confidential, and the probability of its uncontrolled distribution in the global network is quite high. Therefore, you can not respond to offers to issue an insurance certificate via the Internet. Most likely, this offer comes from scammers who make money in this way.

But representatives of the Ministry of Labor and Social Development of the Russian Federation said that in the near future, apparently, it will be possible to obtain SNILS by submitting a questionnaire through the gosuslugi.ru portal. And today, using the Internet, you can only download and fill out the questionnaire of the insured person in the ADV-1 form to obtain an insurance certificate.

How to get SNILS for a foreign citizen?

The issuance of insurance certificates to foreign citizens and stateless persons temporarily staying on the territory of the Russian Federation has been carried out since 2012. SNILS was issued to these citizens on the condition that an open-ended employment contract or an agreement for a period of at least 6 months in total during a calendar year was concluded with them.

Since 2015 conditions have changed certificates for citizens of this category. A green card is issued to all foreign citizens and stateless persons located on the territory of the Russian Federation. At the same time, it does not matter whether they are employed or not, what kind of contract (labor or civil law) and for how long it is concluded with them. Children of these citizens are also subject to registration in the OPS system.

the only exception are highly qualified specialists, which are indicated in federal law from 25.07.2002 No. 115-FZ "On the legal status of foreign citizens in the Russian Federation". Insurance certificate of compulsory pension insurance: what is it?

The current pension system in our country is designed in such a way that information about work experience does not play any special role for a future pension. Now it is much more important whether insurance pension contributions were paid for you. When registering a citizen for work, the employer must submit information about the labor activity of his new employee to the Pension Fund, and subsequently make contributions to his pension account. Making insurance premiums is the responsibility of the employer, enshrined in the legislation of the Russian Federation.

It happens that contributions to the Pension Fund of Russia are paid by a citizen independently, on the basis of the existing insurance certificate of compulsory pension insurance. For example, when he is registered as an individual entrepreneur.

How to get account information?

It should also be said that once a year, in the case of a citizen's application, the Pension Fund must provide information on the state of his personal account (as of the current date), reflecting information on all receipts to the account over the past year. In addition, there will be indicated the coefficient of income received from the temporary placement of funds accumulated in your account and the amount of income received from such placement over the past year.

If you need additional information, then on the site you can leave a request for an extended notice. True, to obtain such information, you have to wait. The general deadline for considering received applications from citizens is 30 calendar days, while in exceptional cases (if it is necessary to request additional information from other state bodies, for example), this period can be extended, but for a maximum of another month.

Where to make an insurance certificate of a pension fund

In the event that you get a job and you do not have, the responsibility for completing the document falls on the shoulders of your employer. By the way, the same rule applies to persons working under a contract. That is, when the contractor does not have pension insurance certificate, the customer assumes the responsibility for its design. When signing documents upon hiring, the employee fills out a questionnaire of the established form, which must be submitted by the employer to the FIU no later than 2 weeks from the date of conclusion of the employment contract.

In turn, the territorial branch of the PFR must issue an insurance certificate, and this must be done within 3 weeks. During the same period, a personal account is opened for the employee.

Manufactured pension insurance certificate sent to the employer; he must make a copy of the document no later than one week after receiving the document from the FIU; then the plastic card (SNILS) is transferred to the employee.

Obtain an insurance certificate of state pension insurance on your own

We emphasize once again: the SNILS number assigned once is unchanged. Therefore, the second issued document will be received under the same number as the previous one.

Is it possible to apply for SNILS online?

Unfortunately, it is impossible to apply for a replacement of a pension insurance certificate on the Unified Portal of State and Municipal Services. Therefore, you will have to apply personally: either to the employer, or directly to the Pension Fund branch.

It should also be noted that there is no state duty or other fees for issuing a document. So get new pension insurance certificate, a duplicate of a lost certificate or information about a personal pension insurance account, every citizen has the right to free of charge. In addition, the Pension Fund is liable for violation of the terms for the provision of these services to individuals.

How to get SNILS in Moscow? The procedure provided for obtaining SNILS in the Russian Federation also applies to Moscow. Where to get SNILS in Moscow?

You can get SNILS in Moscow:

• when applying in person to the Pension Fund authorities at the place of residence;
• handing over to the employer a set of documents for issuing a pension certificate.

You can also apply for SNILS at the MFC (the procedure for issuing this document in this body will be similar to the procedure in the Pension Fund, which we will discuss later). But since this function has not yet been transferred to all multifunctional centers, it is better to clarify this information in your district subdivision. As for the registration of SNILS via the Internet, unfortunately, it is not possible today to fill out an application and submit documents for obtaining a pension certificate on the public services portal.

Obtaining SNILS in Moscow

So let's consider 2 situations:

1. You are not officially employed, and you need to apply for SNILS.

To do this, you take the following documents:

• questionnaire of the insured person in the ADV-1 form;
• passport (or other document that will prove your identity).

2. You have an employment contract in your hands, but still no SNILS.

AT this case you contact your employer with this question.

You need to fill in the questionnaire of the insured person and present your passport to the employer. Together with these documents, an inventory of the transferred documents is submitted in the form ADV-6-1.

Within 5 working days, the pension certificate is drawn up in the Pension Fund and transferred to the employer. After receiving SNILS, the employer must transfer it to the employee, and the employee, in turn, must sign the statement in the ADI-5 form, which is then returned to the Pension Fund.

The employer is responsible for all information provided to the Pension Fund for an employee. Therefore, an appropriate power of attorney from the head of the organization must be issued to the employee who is involved in the design of SNILS.

If for some reason an employee quit before receiving SNILS, the employer, after receiving a certificate from the Pension Fund, is obliged to notify the employee who quit and send him a notification to the last known address. Until the employee arrives, the employer keeps the original document in a personal file.

NOTE! There is an exception to the rule for issuing SNILS by the employer when an employee enters into an employment relationship without such a document: according to Art. 312.2 of the Labor Code, an insurance certificate is issued independently by employees working remotely using the exchange of electronic documents.

Obtaining SNILS for a child in Moscow

Obtaining SNILS for a child is possible in 2 ways:

1. If the child is under the age of 14, his parents or legal representatives apply to the Pension Fund with the following documents:

• birth certificate;
• questionnaire of the insured person;
• passport of one of the parents.

The presence of the child at the time of submission of documents is optional. The pension certificate is made within 5 days and is issued to one of the parents upon presentation of a passport.

2. If the child has reached the age of 14, he can independently apply to the Pension Fund authorities at the place of residence, presenting a passport and a questionnaire of the insured person.

Obtaining SNILS by a foreign citizen in Moscow

A foreign citizen in Moscow can get SNILS:

• when applying independently to the bodies of the Pension Fund - but only after obtaining a temporary residence permit or a residence permit;
• in the case of official employment for an indefinite period or the conclusion of a fixed-term employment contract for a period of at least 6 months - in this case, the employer must draw up SNILS.

The questionnaire of the insured person for a foreign citizen must be filled in in accordance with an identity document. If this document is in a foreign language, then its notarized translation into Russian is required.

Since 2015, the list of foreign citizens located on the territory of the Russian Federation who can receive SNILS has been expanded. According to the new rules, all foreign citizens permanently or temporarily staying on the territory of the Russian Federation, regardless of the term of concluding an employment contract with them, can now become its owners.

Why is it necessary to get SNILS?

SNILS is the personal account number of the insured citizen in the compulsory pension insurance system.

This number identifies the identity of the owner of the pension certificate. The number is individual and is formed in the pension fund. SNILS consists of 11 digits, 9 of which are the document number, the last 2 are the control (verification) number.

On the personal account of SNILS, all information about the length of service of a citizen and insurance premiums transferred to his name is formed.
