Reference book of basic prices for the development of technical documentation for the overhaul of building structures of buildings and structures was developed by SE "TSENTRINVESTproekt" of the Ministry of Zemstroy of Russia and the Open Joint-Stock Company "Design Institute of Oil and Compressor Engineering" (JSC "Proektneftek").
1. GENERAL PROVISIONS
1.1. The Directory of base prices for the development of technical documentation for the overhaul of building structures of buildings and structures (hereinafter referred to as the Directory) is recommended for determining base prices for the subsequent formation of contractual prices for the development of technical documentation for the overhaul of building structures of civil and industrial buildings and structures.
1.2. The base prices in the Directory are set depending on the natural indicators of objects subject to major repairs (construction volume, category of work complexity, category of complexity of buildings and structures, etc.), excluding value added tax.
1.3. The directory is intended for use by organizations of various organizational and legal forms that have a license to perform relevant work for construction and have the status of a legal entity in accordance with the legislation of the Russian Federation.
1.4. The prices in the Directory take into account all costs included in the cost in accordance with the Guidelines for the composition and accounting of costs included in the cost of design and survey products (works, services) for construction and the formation of financial results, approved by the State Construction Committee of Russia on April 6, 1994, and profit.
1.5. The price level contained in the Directory is set as of 01.01.95, taking into account the price scale adopted from 01.01.98.
When determining the base price, a multiplying factor is introduced that takes into account inflationary processes at the time the price is determined.
1.6. The prices of this Guide do not include:
Business travel expenses;
Making changes to the technical documentation issued to the customer;
Development of project options issued to the enterprise at its request;
Development of detailed drawings of steel structures of the KMD brand;
Making changes to the technical documentation related to the introduction of new regulatory documents.
2. PROCEDURE FOR DETERMINING THE BASE PRICE FOR THE DEVELOPMENT OF TECHNICAL DOCUMENTATION
2.1. The base price for the development of technical documentation related to the overhaul of building structures of buildings and structures is determined depending on the construction volume, height, category of complexity of the object and category of complexity of work:
2.4. The base price for the performance of work is determined taking into account the percentage of certain types of work given in.
2.5. When performing work in difficult conditions, multiplying factors are introduced to the prices for design, given in.
2.6. When performing technical documentation for major repairs in buildings and structures with small construction volumes, the coefficients given in are entered into the price calculation.
2.7. The procedure for determining the building volume and height of buildings and structures is given in this Handbook.
2.8. The base price of work for built-in premises is determined as for an independent volume.
2.9. Drawing up recommendations for strengthening or repairing structures, reflected in the explanatory note to the project, without the execution of working drawings, is determined in the amount of up to 15% of the price for the development of technical documentation for the overhaul of the relevant structures.
2.10. The directory contains prices for the development of technical documentation for the overhaul of building structures of industrial buildings and structures, while the price of work for administrative buildings, plant management, canteens, checkpoints, design bureaus, etc. is determined with a coefficient of 1.15, and for residential and civil buildings - with a coefficient of 1.25.
2.11. With a step of the main load-bearing building structures of less than 6 meters, a coefficient of 1.25 is introduced into the price calculation.
2.12. The base price of pre-contractual work is determined at a rate of 4% of the price for the execution of technical documentation for major repairs.
2.13. When determining the base price using several factors, the total adjustment factor is determined by multiplying them.

1. GENERAL PROVISIONS
1.1. The state estimate standard "Handbook of basic prices for design work for construction" Standards for the preparation of technical documentation for the overhaul of buildings and structures for residential and civil purposes "(hereinafter referred to as the Handbook) is intended to determine the cost of design work on the preparation of technical documentation necessary for the overhaul of the relevant buildings and buildings for residential and civil purposes.1.2. When using this Handbook, one should be guided by the Guidelines for the use of base price reference books for design work in construction, approved by Order of the Minister of Regional Development of the Russian Federation of December 29, 2009 No. 620 (registered by the Ministry of Justice of the Russian Federation on March 23, 2010, registration No. 16686) (hereinafter referred to as the Guidelines). 1.3. The level of prices contained in the tables of the Directory is set as of 01.01.2001, excluding value added tax. 1.4. The price indicators of the Directory are set for the full scope of design work on the preparation of technical documentation for the overhaul of the entire building or structure for housing and civil purposes. 1.5. The indicators of the relative cost of developing sections of technical documentation for the overhaul of buildings and structures given in this Handbook are specified by the customer of technical documentation based on the actual volumes of certain works and their labor intensity for a specific section of technical documentation.1.6. The base prices of this Guide do not include the costs of: business trips; making changes to the technical documentation issued to the customer, with the exception of work to correct errors made through the fault of the technical product executing organization; development of options for technical documentation issued to the customer at his request; measuring work; development of metal detailing structures (KMD) .1.7. The price of preparing technical documentation for the overhaul of buildings and structures is determined by the formula:C pr = (a + in × X) × K and × K about × To condition .
a + in - constant values for a certain interval of the main indicator of the object to be overhauled, thousand rubles; X - the main indicator of the object (construction volume, length, area, etc.); K and - coefficient reflecting inflationary processes in the design at the time of determining the price for the development of technical documentation for the overhaul of the facility; K about - a reduction factor that takes into account the types of work on the building or structure (table No. 12 of this Handbook) and their volumes for the overhaul object. When performing all types of work throughout the building or structure K about equals 1; To condition - the total multiplying factor for complicating factors in the performance of work, calculated according to the indicators of table No. 11 of this Handbook. 1.8. The cost of preparing technical documentation for the overhaul of buildings and structures of housing and civil purposes is determined by summing up the corresponding costs for the building (structure) and external engineering networks in cases of their overhaul, performed simultaneously with the overhaul of the civil and housing facility. 1.9. When developing technical documentation for major repairs using existing technical (executive) documentation, it is recommended to apply a reduction factor of up to 0.8 to the price indicators indicated in the tables of this Handbook. The size of the specified coefficient is agreed upon by the customer for the development of technical documentation. 1.10. In the case of drawing up technical documentation in the form of a list of works and estimate documentation performed during the overhaul, in the calculation formula given in paragraph 1.7 of this Handbook, a reduction factor is applied K about = 0,1*.1.11. The cost of developing technical documentation for the overhaul of engineering networks, determined according to tables No. 8 - 10 of this Handbook, includes the development of sections "Construction organization project" (hereinafter - PIC) and "Estimate documentation" in the amount of: "Estimate documentation" - 6%, PIC - 8% of the total cost of developing technical documentation for the overhaul of engineering networks. 1.12. When determining the base price for the preparation of technical documentation for the overhaul of heating networks according to table No. 10 of this Handbook, the following features must be taken into account: the base price for the overhaul of a heat network laid in reinforced concrete channels (trays) is determined according to the table with a pricing coefficient of up to 1.2; the base price for the preparation of technical documentation for the overhaul of heating networks with above-ground laying on reinforced concrete prefabricated supports up to 1.5 m high is determined from the table with a coefficient of up to 0.85, and on supports over 1.5 m high - with a coefficient of up to 0.95.

Overhaul is assessed according to the SBC “Standards for the preparation of technical documentation for the overhaul of buildings and structures for residential and civil purposes”, ed. 2012 The scope of work provided for by the prices for the preparation of technical documentation for buildings takes into account the costs in accordance with Table No. 12 СБЦП81-2001-05 "Standards for the preparation of technical documentation for the overhaul of buildings and structures for residential and civil purposes" ed. 2012 Taking into account that the indicators of the percentage ratio of sections of technical documentation for the overhaul of buildings and structures, given in Table No. 12, are indicative, they can be clarified when performing work on a specific construction object. At the same time, paragraph 13 of Table No. 12 can take into account the installation of a heat energy consumption meter, and paragraphs 9 and 10 - the repair of windows and doors. Indicative indicators of the percentage of sections of technical documentation for the overhaul of buildings and structures (heating and ventilation) can be specified and distributed by the executing organization independently within the total price.
The requirements for the scope of work for major repairs provide for its implementation in accordance with the technological design standards in force on 01.01.2012. All other works that go beyond the main ones are determined additionally according to the relevant price standards.
