You will also need it to determine if you have any unpaid taxes and if you decide to register as an individual entrepreneur.

3. How and where to get a TIN?

If you do not have a TIN, you can apply for one:

  • at the tax office. To do this, select a convenient inspection and make an appointment online. If you first submit an application through the online service, then you will have to go to the tax office once - to get a ready-made TIN;
  • without a personal visit. To do this, send a package of documents to the tax office of your choice by registered mail with a list of the contents and notification of receipt. You will also receive the TIN certificate by mail to the address specified in the application. You can also get a TIN without visiting the tax office (by e-mail or by mail) if you have a qualified . More information about this can be found on the website of the Federal Tax Service.

4. What documents are needed to obtain a TIN?

To obtain a TIN you will need:

  • application (the form is located at the link at the bottom of the page);
  • passport or other document proving your identity (if you submit documents by mail, a notarized copy of it).

If you do not live at your place of registration and submit documents by mail, please provide the tax office with the address of your actual place of residence and contact telephone number. The TIN certificate will be sent to you by registered mail to the specified address.

If your representative will submit the documents, you will additionally need:

The TIN certificate will be ready within five working days after the tax office receives the package of documents.

5. How to obtain a TIN for a child?

If a child is 14 years old or older - which means he already has a passport of a citizen of the Russian Federation - the TIN is issued for him in exactly the same way as for an adult.

If the child is under 14 years old, the application for registration must be written on behalf of the child’s legal representative. To fill out the application, you will need the child's birth certificate and a certificate confirming his registration at the place of residence. The personal presence of a child under 14 years of age is not necessary - his legal representative submits the documents and picks up the completed certificate.

6. What should I do if I changed my name or lost my TIN certificate?

The identification number is assigned once and is retained even if the full name and place of residence are changed or deregistered from tax registration - the tax inspectorate will learn about all changes during interdepartmental interaction. Therefore, if you need your TIN, but you have lost your certificate or changed the personal data indicated on it, you can simply find out your TIN number using the Federal Tax Service service and use it.

Also, if you wish, you can issue a duplicate of the TIN certificate. It can be done:

  • at the tax office in person or through your representative. To do this, select an inspection that is convenient for you and make an appointment online;
  • in all public service centers on an extraterritorial basis, regardless of place of residence or stay in the Russian Federation;
  • by mail, sending a package of documents to the tax office of your choice by registered mail with a list of the contents and notification of receipt. You will also receive the TIN certificate by mail - to the address you specified in the application.

The package of documents is the same as when receiving a TIN for the first time. You can change your TIN certificate in connection with a change in personal data for free, but when you draw up a document, you need to replace the lost one The applicant, according to No. 210-FZ “On the organization of the provision of state and municipal services” dated July 27, 2010, has the right not to present a receipt for payment of the state duty for the provision of a public service, but this does not exempt him from paying it.

">pay a state fee of 300 rubles.
  1. passport;
  2. employment history;
  3. international passport;

“Registration with the tax authority of an individual who is not an individual entrepreneur is carried out (.....) either on the basis of an application from an individual submitted to any tax authority of your choice."

Bottom line

First: TIN is not required for employment

They have no right to be hired without a Taxpayer Identification Number (TIN). Yes, your question is not directly related to this. But knowing your rights before your employer (even a future one) is very important. This will help defend them, if anything. So, before moving on to the immediate essence of the question, how to get an inn if you are registered in another city, let’s start with the basics of labor law when applying for a job.

Article 65 of the Labor Code provides an exhaustive list of documents that you are required to provide to your future employer. These are:

  1. passport;
  2. employment history;
  3. pension insurance certificate (green SNILS card);
  4. educational document (diploma, certificate);
  5. a document confirming completion of a medical examination (if the job requires a medical examination);
  6. international passport;
  7. certificate of presence (absence) of a criminal record.

Moreover, the last 4 points are only for those professions that require confirmation of education, medical examination, passport and lack of criminal record. The first 3 points are mandatory for everyone.

As you can see, the TIN is not indicated here. This means that you are not required to bring it when applying for a job. However, this is not a reason not to find out how to get a TIN in Moscow if you are registered in another city - Nizhny Tagil, for example.

Second: how to get a TIN in another city without registration

">to any tax authority of your choice."

At the end of the phrase you can see the keywords - any tax authority of the individual’s choice. This means that you go to any tax office convenient for you. There you need to submit an application using a special form 2-2-Registration and passport. You can fill out the application right there, and the inspector will even help you do it.

By the way, you can also apply for a TIN through the websites nalog.ru or State Services. But you will still need to come to receive the certificate in person.

I live far from my hometown in order to get a TIN based on registration (previously I didn’t have a TIN). They tell me to go to my hometown and do it there, namely with registration (you cannot get a TIN with temporary registration). And here I am interested in such an important fact: can I get a TIN in another city other than by registration???

Answer

Hello, Sergey.

In accordance with paragraph 9 of the Order of the Federal Tax Service of Russia dated June 29, 2012 N ММВ-7-6/435@ “On approval of the Procedure and conditions for assigning, applying, and changing the taxpayer identification number” (Registered with the Ministry of Justice of Russia on August 14, 2012 N 25183) to an individual Persons receiving a TIN for the first time are assigned it by the tax authority:

  • at the place of residence;
  • at the place of residence (in the absence of a place of residence of an individual on the territory of the Russian Federation);
  • at the location of the real estate or vehicle (if the individual does not have a place of residence (place of stay) on the territory of the Russian Federation).

In accordance with paragraph 7.1 of Article 83 of the Tax Code of the Russian Federation, individuals whose place of residence for tax purposes is determined by their place of residence have the right to apply to the tax authority at the place of their residence with an application for registration with the tax authorities. If the taxpayer has difficulty determining the place of registration, the decision is made by the tax authority. Thus, obtaining a TIN at the place of temporary registration would be possible if you did not have permanent registration. But if you cannot come to the place of your permanent registration, you have the right to send an application for a TIN by mail with a return receipt requested. You must fill out the application according to form No. 2-2 Accounting, approved by Order of the Federal Tax Service of Russia dated August 11, 2011 N YAK-7-6/488@ (as amended on January 31, 2013) “On approval of forms and formats of documents used for registration and deregistration of Russian organizations and individuals, including individual entrepreneurs, with the tax authorities, as well as the procedure for filling out document forms and the procedure for sending the tax authority to an organization or individual, including an individual entrepreneur, a certificate of registration with the tax authority and (or) notifications of registration with the tax authority (notifications of deregistration with the tax authority) in electronic form via telecommunication channels" (Registered with the Ministry of Justice of Russia on September 14, 2011 N 21794). A notarized copy of your passport must be attached to your application. You can also submit an application online using the online service on the website of the Federal Tax Service of Russia.

Until June 29, 2012, a TIN could be assigned to a citizen-individual only in the territorial tax authority where this citizen had permanent or officially issued temporary registration, confirmed by a certificate of registration at the place of temporary residence. This restriction was forced: since the TIN is a unique registration number that is assigned once and for the entire duration of stay on the territory of the Russian Federation, it was easier to control its assignment.

In June 2012, a new simplified procedure for assigning a TIN was approved, put into effect by order of the Federal Tax Service of Russia No. ММВ-7-6/435. Simplification of the procedure for assigning an identification number has become possible thanks to the adoption of new rules for electronic registration of taxpayers, which eliminate the possibility of assigning a TIN twice.

According to this document, you can now obtain a TIN:
- at the place of permanent registration;
- at your place of residence, if you do not have a permanent place of residence in the Russian Federation;
- in the place where you own officially registered real estate: land, residential building, apartment;
- at the place of registration of a car or any other vehicle, in the absence of a permanent place of residence.

How does the simplified procedure work?

The said order specifically stipulates that citizens who are not entrepreneurs can, when filing a tax return or an application requesting a tax deduction, now not indicate the TIN. You just need to provide your personal passport information. By the way, you can now enter your Taxpayer Identification Number (TIN), which you will be given when registering with the tax office on page 18 of your civil passport.

In the case when you received a TIN, but lost the certificate and cannot remember this number, you can find it on the portal of the Federal Tax Service nalog.ru. Enter your last name, first name, patronymic, date of birth and passport details and in a few minutes the system will “remind” you of your unique TIN. By the way, man, this TIN can never be assigned to anyone; it is canceled forever.

If you do not yet have a TIN, but would like to receive one, you can also submit your application on the website nalog.ru. But you will have to come to the tax office in person to receive a certificate of registration, which will indicate the TIN.
