The post of Minister of the Interior for Chuvashia has been vacant since July 3, 2019. The position was taken by Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Russia for the Volgograd Region, Major General of the Internal Service Viktor Shmetkov. He replaced Sergei Neyaskin, who was sent to Chuvashia from the Saratov region and worked as the head of the Ministry of Internal Affairs for the region for three years.

Recall that rumors about the resignation of Neyaskin spread in Chuvashia back in May - after a fire at the training base of the Grom special forces detachment in the Cheboksary Trans-Volga region. The base, protected from civilians, burned down completely. According to local media, at that moment there was Neyaskin's son, who in February 2019 became the Deputy Minister of Justice of Chuvashia. Shortly after that, Sergei Neyaskin wrote a letter of resignation, according to the regnum.ru portal.

Also, in accordance with this Decree of the head of the Russian state Vladimir Putin, Pavel Karanda was approved for the post of head of the Ministry of Internal Affairs of Crimea.

Pavel Leonidovich Karanda was born in 1964 in the city of Omsk. Police Major General. Graduated from Omsk high school militia of the Ministry of Internal Affairs of the USSR. From 1985 to 2002, he worked in various positions in the criminal investigation department and the department for combating organized crime, having gone from the detective of the criminal investigation department to the head of the criminal police of the Severomorsky GOVD of the Murmansk region.

The most notable are the resignations of the senior assistant to the chairman of the TFR for special assignments, Lieutenant General of Justice Igor Komissarov, who oversaw the protection of children's rights, the heads of the Main Investigative Committee of the TFR for Crimea, Lieutenant General of Justice Mikhail Nazarov and the Investigative Committee of the TFR for Dagestan, Lieutenant General of Justice Sergei Dubrovin.

According to Dagestan media, Mr. Dubrovin himself wrote a letter of resignation, and this decision could be related to the investigation of criminal cases against the former senator from Karachay-Cherkessia Rauf Arashukov and his father, ex-adviser to the general director of Gazprom Mezhregiongaz Raul Arashukov.

According to investigators, the organized criminal community created by the Arashukovs has been engaged in multi-billion dollar theft of gas in the Stavropol Territory for a number of years. It was at that time that the Stavropol regional investigative department was headed by Mr. Dubrovin. The first deputy head of the Dagestan Investigation Department, Tugai Tugaev, was also dismissed.

It should be noted that the investigation of the father and son of the Arashukovs, as well as their alleged accomplices, has already cost the positions of a number of high-ranking law enforcement officers. Moreover, in the spring of this year, the Basmanny Court of Moscow arrested the head of the center for countering extremism of the Ministry of Internal Affairs for the KChR, Colonel Timur Betuganov and former first Deputy Head of the TFR Department for Karachay-Cherkessia, General Kazbek Bulatov.

Both high-ranking security officials were close to the KChR senator Rauf Arashukov. And in Dagestan, FSB officers conducted searches in the office and house of Mr. Dubrovin's deputy, Marat Oguzov, who was also described by local media as a person controlled by the Arashukov family.

At the same time, on September 7, 2019, the President of the Russian Federation also made new appointments. Denis Popov, State Councilor of Justice 2nd class, who previously headed the supervisory authority in Dagestan, became the Moscow prosecutor. In the republic, he was replaced by senior adviser to justice Alexei Yezhov.

It should be noted that the investigative department of the TFR for the KChR was headed by Colonel of Justice Nikolai Shchepkin, who had worked for many years in the capital's law enforcement agencies and had a number of solved high-profile crimes on his account (for example, he led the "crab case" that caused great resonance - about the large-scale machinations of an international criminal group in the extraction of bioresources).
