When establishing two-component tariffs based on the consumption rate per person, it includes the consumption according to the standard of thermal energy required to heat the cold hydraulic flow. That is, the two-component tariff consists of the sum of the cost of the component of the cold water resource intended for heating, and the cost of the component of thermal energy used for heating.

However, in the absence of water meters or their failure, standard values ​​are applied, approved, in accordance with the Housing Code of the Russian Federation, Article 157, paragraph 1, by local government bodies, for example, by orders of the Regional Tariff Department.

So, for example, social norms in Moscow 2016 calculated according to the standard are 4.745 m 3, cold - 6.935 m 3 and total - 11.68 m 3 per month. Who sets standard values ​​and how?

The rate of consumption of cold and hot water without a meter per person (daily and per month) 2015-2016 is determined according to the regulatory Rules for the consumption of utilities, approved by Resolution No. 306 of the Government of the Russian Federation.   • and with the same parameters without a bath: 3.419 and 5.856 m 3 for hot water supply and cold water supply, respectively, etc.

Similar water consumption standards were introduced in VNTP-N-97 for consumers of agricultural water supply systems (population, farm animals, water standards for watering crops, processing products, maintenance, repairs, etc.). Here, the average daily water consumption per person per day describes in detail the standard values ​​not only for the above parameters, but also for various procedures and household needs, depending on the climatic zone. So, for example, for residential buildings with centralized cold and hot water supply, shower, washbasins and bathtub 1.5-1.7 m in climate zones 3-4 (the maximum described) in l/day. following:

  • total average daily water consumption: 250,
  • drinking purposes and food preparation: 7,
  • washing food and dishes: 35,
  • personal hygiene: 30,

In general, the consumer housing and communal services norm depends on a number of factors, which are taken into account by local governments at the local level. In particular, seasonal needs are taken into account, to stabilize the accounting of which an unevenness coefficient has been introduced - the ratio of the maximum water consumption to the average.

Despite the fact that water-producing organizations have the status of water users and are directly related to the supply of the resource, they cannot directly influence the rates of consumption and payment for water without metering devices (without a meter).

The water user - an individual or legal entity with the right to use a water body - actually provides water supply services to consumers who are classified as municipal - code 042210 5 (in accordance with the All-Russian Classifier of Services approved by Resolution No. 163 of the State Standard of the Russian Federation). However, even if the water supply organization is both the owner of the well and the builder of, for example, a cottage community, the organization cannot independently set standards. What is the norm of water, or how many cubic meters are needed per person per month?

  • determine the average volume from the table,

If necessary, water consumption of washing machines and dishwashers in the amount of 0.7 m 3 / hour is added to the approximate calculations. At the same time, the actual amount of water consumption is, as a rule, less due to a reduction in the number of washes and more economical consumption during showering than the calculated volume of water consumption. For example, the estimated daily calculation for a family of 3 includes (in liters):

  • taking a shower: 30-40*3 = 90-120,
  • going to the toilet: 4-5*3*6 = 72-90,
  • washing dishes with three meals a day: 3*35 = 105,
  • washing products: 8-10,
  • personal hygiene: 30*3 = 90,
  • washing with a washing machine: 45,
  • general apartment needs: 8-10

If the daily result is multiplied by 30 days for most procedures and by 2-4 for washing, you get about 12-13 thousand liters per month per family.

Legislative initiatives encourage people to install water supply meters. But not everyone in the country agrees with this.

  • hot - 3 m3.

For comparison, you can focus on the fact that a regular bathtub holds 250 liters of water. If the average person does not take a bath every day, then the question of installing a meter may arise. Resolution No. 75-PP, which came into force at the end of February 2014, states that the water norm per person without a meter in 2016 cannot be more than 2 water consumption standards established in No. 566-PP of 1998. Namely:

  • the norm of cold water per person per month is 6.935 m3 - all residents registered in the apartment are taken into account;
  • without a meter, it is calculated on the basis that the norm is 4.745 m3 per person.

The specified rate of water consumption per person per month without a meter must be paid in full even if the owner of the apartment was absent and did not use water supply services for some period. To calculate how much water consumption should be paid to the cash register, you need to multiply the consumption rate by the number of people registered in the apartment or house, and then multiply by the cost (tariff) of 1 m3 of water.

We remember: the specified water consumption standard for 1 person cannot be exceeded by more than 2 times. That is, payment can be charged for 6.935 m3 × 2 and 4.745 m 3 × 2 for water consumption, and no more than 11.68 × 2 for wastewater disposal. At the same time, the cost of 1 m3 of water must be monitored by utility payers independently - it is approved annually by the Moscow government and indicated in receipts.

What was it like before, what is it now, or How to pay for water according to the new standards?

Until the norm for water consumption per person without a meter was introduced, Muscovites paid every month for the water consumed at home. What does it mean? The amount for the consumption of services was calculated based on volume, which in turn was determined as follows:

  • the total volume of water consumed by the house was established - according to. If the meter is installed and registered, then charges are carried out strictly according to its data. According to the established standard, water is paid for without a meter - it is calculated separately for cold and hot substances;
  • the total volume of the substance consumed by residents in whose apartments a meter was installed was taken from it - readings are submitted by the owners monthly for a pre-agreed period. If there are metering devices, the water standard without a meter is not taken into account at all - flow meter readings are transferred to the EIRC after the fact;
  • Based on the volume received, the total cost of services was calculated;
  • to this was added the cost of the substance for general household needs - until standards for water consumption per person without a meter were introduced, they amounted to 5% of the cost of consumed cubic meters of substance at home;
  • the resulting figure was divided among the residents of the apartment building who did not want to install or had not yet installed water meters. But even the introduced standard for cold water consumption per person per month without a meter did not ease the financial burden of utility payers.

Muscovites living in a multi-storey building, the engineering systems of which are in good condition, had to pay less than those who lived in a building with rusty and defective pipes. Before the standard for water consumption without a meter was introduced, the last person to receive a water bill was 3-5 times more. In 2016, apartments without metering devices pay no more than 2 norms. The water standards introduced by the Moscow government per person without a meter protect citizens from overpayments, and also force utility workers to monitor the condition of entrusted property, scammers. But even the legally established standard for paying for water without a meter does not ease the burden of Muscovites, since the volume of the substance consumed by one person may actually be less.   • with a standard of 6.935 m3 (cold water) per person, the total apartment volume will be 6.935 m3 × 3 people = 20.805 m3;
  • the second standard for water consumption without a meter is 4.745 m3 (hot substance), which means that the total apartment volume will be 4.745 m3 × 3 people = 14.235 m3;
  • To find out how much to pay for water without a meter, you need to inquire about the tariff. They will be as follows (data valid until July 2016) 30.87 rubles per cubic meter of cold water. and 21.90 rubles city. In this case, charges for water without a meter and in the presence of measuring equipment will be carried out in the same way, including. Therefore, the calculation will be as follows: 20.805 m3 × 30.87 rubles = 642.2 rubles and 14.235 m3 × 21.90 rubles = 311.7 rubles. Consequently, the water bill without a meter will be 642.2 rubles + 311.7 rubles = 953.9 rubles per apartment. Here it is worth adding 5% for general house needs.

The bill for water supply services from apartments where the meter is installed will be lower by 35-55%. The amount depends on the actual water consumption of all people living in the living space. That is, charges for water without a meter are charged for each person plus general household consumption (cost x 2), and if there are metering devices, the total volume consumed.
